(5)  All seasonal and part-time employees.

(6)  Non-supervisory employees paid on an hourly basis.

(c)  The classified service shall include all other positions in the
County service that are not specifically placed in the exempt service
by this sub-title.

(d)  When this sub-title becomes effective, all persons then holding
positions included in the classified service:

(1)  Shall have permanent status if they have held their present
positions for at least six months immediately preceding the effective
date of this sub-title; or

(2)  Shall serve a probationary period of six months from date of
original employment before acquiring permanent status if they have
held their positions for less than six months immediately preceding
the effective date of this sub-title.

(e)  The class in which each employee shall have status shall be de-
termined in the manner provided in Section 255H.

(f)  The following sections of this sub-title apply only to the classi-
fied service unless otherwise specifically provided.

255D. The personnel program established by this sub-title shall be
administered by a Personnel Director appointed by the Board of
County Commissioners. The Personnel Director shall:

(1)  Attend all meetings of the Personnel and Salary Advisory
Board.

(2)  Administer all the provisions of this sub-title and of the per-
sonnel rules.

(3) Prepare and recommend revisions and amendments to the per-
sonnel rules.

255E. A Personnel and Salary Advisory Board shall be established,
consisting of five members appointed by the Board of County Com-
missioners. The members of the Board shall be persons in sympathy
with the application of merit principles to public employment. No
member of the Board shall be employed by or be an official of the
county, nor shall he be a member of any local, state or national com-
mittee of a political party, nor shall he hold or be a candidate for any
elective office. The members of the Board shall serve for a term of
three years; provided that in the appointment of the first Board, the
Board of County Commissioners shall appoint two members for a
term of three years, two for a term of two years, and one for a term
of one year. Vacancies occurring during a term shall be filled for
the balance of the term. Members of the Board shall serve without
compensation, but funds will be provided for reasonable and neces-
sary expenses. The Board shall elect its own chairman. Professional
and expert consultants may be employed by the Board when necessary
upon approval by the Board of County Commissioners.

255F. In addition to the duties set forth elsewhere in this sub-title,
