WHEREAS, by Chapter 315 of the Act of 1951, the General Assembly
legalized and made evidence of the law, the 1951 Edition of the
Annotated Code of the Public General Laws of Maryland; and
WHEREAS, a Supplement to that Code, to be known as the 1954
Supplement to the Annotated Code of the Public General Laws of
Maryland (1951 Edition), has been prepared and published by the
Editorial Staff of The Michie Company, Charlottesville, Virginia,
under the supervision of A. Hewson Michie, S. G. Alrich and W. M.
Willson; and
WHEREAS, this Supplement contains the Public General Laws
enacted at the 1953 and 1954 Sessions of the General Assembly,
together with those Public General Laws of the 1952 Session which
were set out in Appendix A at the end of Volume 3 of the 1951
Edition of the Annotated Code; now therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That the 1954 Supplement to the Annotated Code of the Public
General Laws of Maryland (1951 Edition), prepared and published
by the Editorial Staff of The Michie Company, Charlottesville, Vir-
ginia, under the supervision of A. Hewson Michie, S. G. Alrich and
W. M. Willson, be and the same is hereby legalized and made evidence
of the Public General Laws enacted at the 1953 and 1954 Sessions
of the General Assembly of Maryland and of those Public General
Laws of the 1952 Session which were set out in Appendix A at the
end of Volume 3 of the 1951 Edition of the Annotated Code of
Maryland. It shall be deemed and taken as such in all the Courts of
the State and by all Justices of the Peace and Trial Magistrates of
the State and by all other public officials of the State.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 4
(House Bill 8)
AN ACT to repeal and re-enact, with amendments, Section 35 of
Article 19 of the Annotated Code of Maryland (1951 Edition),
title "Comptroller", sub-title "Uniform System of Accounts", pro-
viding that every incorporated city or town which is first created
as such after January 1, 1955, shall use the period beginning July 1
and ending with the following June 30 for reporting all of its fiscal
transactions and providing also that the State Comptroller shall
