80. (Preferences.)
The commission shall give preference over all other questions pending before it to the hearing and decision of questions involving the rates of any public service company, and shall thereafter prefer requests by any public service company to discontinue or abandon service under any franchise, right, or permit after its expiration date.
81. (Fees.)
(a) The commission shall charge and collect the following fees: for copies of papers and records not required to be certified or otherwise authenticated by the commission, ten cents for each folio; for certified copies of official documents and orders filed in its office, fifteen cents for each folio, and one dollar for every certificate under seal affixed thereto; for certifying a copy of any report made by any corporation to the commission, two dollars; for each certified copy of the annual report of the commission, one dollar and fifty cents; for certified copies of all evidence and proceedings taken be- fore the commission, twenty cents for each folio.
(b) The preceding subsection shall not apply to typewritten tran- scripts of evidence at hearings before the commission by any of the commission's stenographers, but the commission shall regulate by rule the fees chargeable by such stenographers for copies of such transcripts.
(c) No fee shall be charged or collected for copies of (papers, rec- ords or official documents furnished to public officers for use in their official capacity, or for the annual reports of the commission in the ordinary course of distribution. All fees charged and collected by the commission shall belong to the State of Maryland and shall be paid monthly accompanied by a detailed statement thereof into the treasury of the State, and become part of the general funds of the State.
SUBTITLE VI—JUDICIAL REVIEW
82. (Judgment on Validity of Rules and Regulations.)
The validity of any rule or regulation of the commission may be determined upon petition for a declaratory judgment addressed to the Superior Court of Baltimore City or to the Circuit Court for the county where the petitioner has its principal office in this state whenever it appears that the rule or regulation, or its threatened application, interferes with or impairs, or threatens to interfere with or impair, the legal rights or privileges of the petitioner. The com- mission shall be made a party to the proceeding. The declaratory judgment may be rendered whether or not the petitioner has first requested the commission to pass upon the validity of the rule or regulation in question.
83. (Review of Decisions and Orders.)
Any party or any person in interest, including the People's Coun- sel, dissatisfied by a final decision or order of the commission, whether affirmative or negative in form, is entitled to judicial review thereof as provided in this subtitle.
