counts and Control and a Bureau of the Budget; providing for the
preparation and submission of the County budgets and generally
for the control of expenditures therefrom.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That fourteen new sections be and they are hereby added to the
Code of Public Local Laws of Baltimore County, to be known as
Sections 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 54A, 54 B and 54C,
to follow immediately after Section 43 of said Code, and to be under
a new sub-title to be known as "Office of Finance", all to read as
follows:
44. The County Commissioners of Baltimore County are author-
ized to create and maintain an Office of Finance to administer the
fiscal affairs of the County. They may appoint a Director of Finance
who shall have supervision and control of said Office. He shall serve
at the pleasure of the County Commissioners and shall receive such
compensation as they shall prescribe.
The Office of Finance shall be composed of a Bureau of Accounts
and Control and a Bureau of the Budget, which shall be under the
direction, supervision and control of the Director of Finance. The
Director of Finance shall also perform such other duties as the
County Commissioners may from time to time prescribe.
The Bureau of Accounts and Control shall be under the supervision
and control of a Comptroller who shall be appointed by the County
Commissioners. He shall serve at the pleasure of said Commissioners
and shall receive such compensation as they shall prescribe. He shall
execute in favor of the County Commissioners of Baltimore County
a bond in such amount as they shall prescribe, with corporate surety
to be approved by them, conditioned for the faithful performance of
his duties as Comptroller.
Said County Commissioners are hereby authorized to appoint a
Deputy Comptroller who shall assist the Comptroller in the perform-
ance of his duties and who shall, in the event of the absence or the
inability of the Comptroller to act, have all the duties and powers
of the Comptroller. He shall execute in favor of the County Com-
missioners of Baltimore County a bond in such amount as they shall
prescribe, with corporate surety to be approved by them, conditioned
for the faithful performance of his duties.
The Bureau of the Budget shall be under the supervision and con-
trol of a Budget Director who shall be appointed by the County Com-
missioners. He shall serve at the pleasure of said Commissioners and
shall receive such compensation as they shall prescribe.
The County Commissioners are further authorized to appoint such
assistants, clerks, stenographers and other office help as in their
opinion may be necessary for the proper administration of said
Office of Finance, and said County Commissioners are hereby author-
ized to levy such sum or sums on the assessable property of Baltimore
County as shall be necessary to pay the salaries and other expenses
of the Office of Finance.
45. Subject to the general supervision of the Director of Finance,
it shall be the duty of the Comptroller to:
