CHAPTER 363
(House Bill 387)
AN ACT to add Section 177A to Article 2B of the Annotated Code of
Maryland (1951 Edition), title "Alcoholic Beverages", sub-title
"Enforcement", said new section to follow immediately after Sec-
tion 177 thereof, providing for the procedure the Harford County
Liquor Board is to follow concerning complaints against licensees
in Harford County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 177A be and it is hereby added to Article 2B of the
Annotated Code of Maryland (1951 Edition), title "Alcoholic Bever-
ages", sub-title "Enforcement", said new section to follow immedi-
ately after Section 177 thereof, and to read as follows:
177A. In Harford County upon complaints or information coming
to the Liquor Control Board or its Chief Inspector or Inspectors con-
cerning violations of the provisions of this Act by any licensee, the
said Board shall order an investigation of said complaints to be made
by its Chief Inspector or Inspectors and should such investigation
disclose that such complaints or information is supported by evidence,
then said Board shall immediately cause said licensee to appear before
it to answer the charges. After a public hearing, the Board shall
handle the case in accordance with the provisions of Section 66 of this
Article.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DAY OF ITS PASSAGE.
