(1951 Edition), title "Alcoholic Beverages", sub-title "County Dis-
pensaries", authorizing the establishment of a county liquor dis-
pensary in the First Election District of Harford County and re-
lating to the conditions under which it may be established and
operated.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 152 (b) and 156 (b) of Article 2B of the Annotated
Code of Maryland (1951 Edition), title "Alcoholic Beverages", sub-
title "County Dispensaries", be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

152. (b) (Harford County.) In Harford County the county
liquor dispensaries may be established and maintained only [at]
in the First Election District, Aberdeen, Bel Air and Havre de Grace.
The building in which any dispensary in Harford County is located
must have a glass front opening on a public street and must be so
arranged that the interior thereof is at all times subject to the view
of persons passing along the street in front thereof. No chairs or
tables shall be permitted in front of the counter of any dispensary
and no loitering or loafing shall be permitted in or near any such
dispensary. No dispensary shall be operated nearer than five hun-
dred (500) feet to any church or one thousand (1000) feet to,any pub-
lic or privao PRIVATE school. Said dispensaries shall not be open on
Sundays and on week days shall be open from 9 A. M. to 9 P. M., or
for such shorter period as the Board may determine. The county
liquor dispensary in the First Election District shall be established
by the Liquor Control Board only with the approval of the Board of
County Commissioners of Harford County.

156. (b) (Harford County.) The Liquor Control Board shall keep
separate accounts of the operations conducted at each dispensary
which shall show the gross revenue of each dispensary and also the
net revenue derived therefrom. After setting aside [as] at each dis-
pensary the necessary reserve for the proper conduct thereof, the
said Board shall, as often as it may deem to the best interests of the
County, Town and City, and at least semi-annually make a distribu-
tion of the net proceeds as follows: To the County Commissioners
of Harford County, fifty per cent (50%) of the net proceeds derived
from each of said liquor dispensaries; to the towns of Aberdeen and
Bel Air, one-half of the net proceeds from the liquor dispensaries
located therein; and to the City of Havre de Grace, one-half of the
net proceeds from the liquor dispensary located therein; to be used
by said County, Town and City for debt service, operating expenses
or for whatever other purposes may be deemed best. No advertising
of said dispensaries, or of liquors sold therein, shall be done by said
Liquor Control Board, in any manner in Harford County. Provided,
however, that the Liquor Control Board shall pay over to the Board of
County Commissioners of Harford County all of the net proceeds
derived from the liquor dispensary in the First Election District.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
