(and being Section 14 of Chapter 122 of the Acts of the General
Assembly of Maryland), be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
1588 (130-46). That said Commission shall have full power and
authority to enter into any contracts or agreements with the Com-
missioners of the District of Columbia or any [other] Federal, State,
County or municipal authority for the connection of its water supply,
sewerage and drainage systems with those of the District of Co-
lumbia, or with those owned by any Federal, State, County or munici-
pal corporation, for the purchase of water from or the sale to the
District of Columbia, or any other type of agency specified herein,
and for the disposal of sewage and drainage from the Sanitary
District; and to enter into any agreement concerning any other
matter necessary, advisable or expedient for the proper construction,
maintenance and operation of the water supply, sewerage, drainage
or refuse disposal systems under its control or those under the con-
trol of the Commissioners of the District of Columbia, or any other
type of agency specified herein. Any contract or agreement so
entered into shall have the full force and effect of a contract between
the District of Columbia and the State of Maryland [.] and between
the other agencies mentioned herein and the State of Maryland.
SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 358
(House Bill 372)
AN ACT to authorize the issuance of bonds of the Washington Sub-
urban Sanitary District in an amount not exceeding $3,000,000 for
enlarging, increasing and augmenting the water supply and major
distribution facilities of said District; to provide for the payment
of said bonds and the interest thereon by the levy of an ad valorem
tax and water service charges, and specifying that said Sanitary
District is not included in the term "Municipal Corporation" in
Article 11-E of the Constitution.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Washington Suburban Sanitary Commission, created by
Chapter 122 of the Acts of the General Assembly of Maryland of
1918, be and it is hereby authorized and empowered to issue bonds of
