authorities of the University of Maryland shall award the scholar-
ship, taking into PARTICULAR consideration the financial condi-
tion of the parents or guardian of the applicant.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to repeal and re-enact, with amendments, Section 6 (4) of
Article 73B of the Annotated Code of Maryland (1951 Edition),
title "Pensions", sub-title "Creditable Service", providing that
prior service certificates issued to members of the Employees Re-
tirement System may be corrected upon proof of error, through
no fault of the member, in the computation of a member's prior
service in said System.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 6 (4) of Article 73B of the Annotated Code of Mary-
land (1951 Edition), title "Pensions", sub-title "Creditable Service",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
(4) Upon verification of the statements of service the Board of
Trustees shall issue prior service certificates certifying to each
member the length of service rendered prior to the date of the
establishment of the retirement system, with which he is credited
on the basis of his statement of service. So long as membership
continues a prior service certificate shall be final and conclusive for
retirement purposes as to such service, provided, however, that any
member may [, within one year from the date of issuance or modi-
fication of such certificate,] request the Board of Trustees to modify
or correct his prior service certificate [.], and said Board is hereby
authorized to make any modifications or corrections on a member's
prior service certificate and upon the Board's records of member-
ship, upon proof that, through no fault of the member, the period
of prior service as stated on such certificate is found to be incorrect
or inaccurate.
When membership ceases such prior service certificate shall be-
come void. Should the employee again become a member, such em-
ployee shall enter the system as an employee not entitled to prior
service credit.
SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1955,
