the joint order of the County Commissioners of Worcester County and
the Board of Education of Worcester County, provided that any ac-
crued interest and/or premium received from the sale of said bonds
may be applied to the payment of the first maturing interest of said
bonds.
All contracts for the purchase of sites for schools, for employment
of architects, builders, inspectors and supervisors, for building or
equipping said schools and all other contracts and agreements requir-
ing payment of money from said account or accounts shall be in writ-
ing and shall be executed jointly by the County Commissioners of
Worcester County and the Board of Education of Worcester County.
SEC. 7. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

AN ACT to add a new Article to the Annotated Code of Maryland
(1951 Edition), said new Article to be known as Article 23B, to
follow immediately after Article 23A thereof, and to be under the
new title "Municipal Corporation Charter," setting up a munici-
pal charter for the use of any town desiring to adopt it pursuant
to the provisions of Article HE of the Constitution of Maryland
and of the supporting legislation thereof, and relating generally to
the powers, duties and officers of any municipal corporation
adopting this charter and to the municipal government of such
municipal corporation.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Article be and it is hereby added to the Annotated Code
of Maryland (1951 Edition), said new article to be known as Article
23B, to follow immediately after Article 23A thereof, to be under the
new title "Municipal Corporation Charter," and to read as follows:
ARTICLE 23B
MUNICIPAL CORPORATION CHARTER
1. This Article may be cited as "The Municipal Corporations
Charter Act." It may be adopted and continued as the corporate
charter of any municipal corporation in this State coming within
