amount not exceeding forty-five Million Dollars ($45,000,000),
the proceeds of the same to be used for the purpose of extending,
enlarging, developing and improving the municipal water supply
and the water system of Baltimore City, including, but not limited
to, the construction, reconstruction and extension of transmission
conduits, tunnels, and distribution mains, the increasing of the
source or sources of supply, the construction of additional storage
reservoirs, additions to and extension of existing reservoirs, the
construction of additional pumping stations, filter basins or plants,
additions to and extensions of existing pumping stations, filter
basins or plants, any or all of the work to be done either within
or outside of the boundary lines of Baltimore City, and the doing
of all things necessary, proper or expedient to secure a full and
adequate supply of water for the City of Baltimore and its inhab-
itants and such other persons or other legal entities as may now
or hereafter be lawfully furnished water by the Mayor and City
Council of Baltimore; and to authorize said municipality to submit
an ordinance or ordinances for said purpose to the legal voters of
Baltimore City.

WHEREAS, the Mayor a,nd City Council of Baltimore supplies water
to the residents of Baltimore City and the places of business and
industrial plants located therein, and also supplies water to the
residents and business places and industrial plants situated in por-
tions of Baltimore, Anne Arundel and Howard Counties; and

WHEREAS, the population of, and the business activities in, Balti-
more City and those portions of Baltimore, Anne Arundel and
Howard Counties to which the Mayor and City Council of Baltimore
supplies water have greatly increased in recent years and the outlying
areas of Baltimore City and sections of the aforementioned counties
have been developed for residential, commercial and industrial pur-
poses, all of which has increased the already great demand for water;
and

WHEREAS, the existing sources of supply of raw water and the
facilities for the treatment and distribution of such water available
to the Mayor and City Council of Baltimore are inadequate to meet
all of the demands which are being made upon said municipality for
water; and

WHEREAS, it is essential that the Mayor and City Council of Balti-
more immediately commence to obtain additional sources of raw
water for its water supply facilities in order that the Mayor and City
Council of Baltimore may be able to supply a sufficient volume of
water reasonably to satisfy the requirements of the residents of, and
the commercial and industrial enterprises located in, Baltimore City
and the aforementioned parts of Baltimore, Anne Arundel and
Howard Counties; and

WHEREAS, it is of the utmost importance that the raw water supply
and the water system of Baltimore City immediately be extended,
enlarged, developed and improved to protect the public health, safety
and general welfare; and

WHEREAS, the Mayor and City Council of Baltimore does not have
sufficient funds to extend, enlarge, develop and improve the raw
water supply and the water system of Baltimore City; and
