Correction or Jail, or both fined and imprisoned in the discretion of
the Court, and the Trial Magistrates of the Counties and Police
Magistrates in the City of Baltimore shall have concurrent juris-
diction over such offense with the Circuit Court of the Counties and
with the Criminal Court of Baltimore City, as the case may he. And
upon the trial of any person accused of violation of this section, the
fact that such person without the consent of such other to stop or
countermand the countermanded payment of such instrument, or
otherwise caused the drawee to disregard or dishonor the same
without returning or tendering the return of the thing so obtained
shall be presumptive evidence of such intent to cheat and defraud.
SEC. 2. And be it further enacted, That nothing in this Act shall
be construed to affect or apply to any offense committed prior to
June 1, 1955.
SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1955.

(Senate Bill 27)
AN ACT to authorize the Mayor and City Council of Baltimore to
issue the Certificates of Indebtedness of said corporation to an
an amount not exceeding Seven Million, Five Hundred Thousand
Dollars ($7, 500, 000), the proceeds of the same to be used for the
purpose of enlarging, extending and improving the sanitary sew-
erage and storm water drainage systems of Baltimore City,
including the construction of additional sewers, sewage disposal
plants, pumping stations and other appurtenances, the alteration,
repair and improvement of existing sewage disposal plants,
pumping stations and other appurtenances, and the acquisition
by purchase or condemnation of any and all sanitary and storm
water sewers, sewage disposal plants, pumping stations and other
appurtenances, as well as of any and all land and property, and
of any right, interest, franchise, easement or privilege therein, as
may be necessary for any or all of the above mentioned pur-
poses; conferring certain powers upon said municipality in con-
nection with the purchase and condemnation of land and property
to enable it to accomplish and effectuate the objectives and pur-
poses of this Act; and to authorize said municipality to submit
an ordinance or ordinances for said purposes to the legal voters
of Baltimore City.
