(b) The County Commissioners of Baltimore County are authorized
and empowered to dispose of any real property belonging to the
County at public sale, provided the same is no longer needed for
public use,
(c) The County Commissioners of Baltimore County, notwithstand-
ing any contrary provisions of law, are authorized and empowered
to grant and convey any publicly owned real or leasehold property, or
portion thereof, no longer needed for public use, to any State or
County agencies, or hospitals, or charitable, educational or eleemosy-
nary institutions, on such terms and conditions as the County Com-
missioners of Baltimore County may deem proper in their discretion;
provided, however, that the land to be so conveyed lies contiguous to
the lands of such agencies or institutions, and provided further that
the consideration for such transfer be not less than the highest of
two independent real estate appraisals, and in no event less than the
cost to the County of acquiring the property.
SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and welfare and, having been passed by
a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(House Bill 328)
AN ACT to repeal Sections 508, 509, 510 and 511 of the Code of
Public Local Laws of Prince George's County (1953 Edition, being
Article 17 of the Code of Public Local Laws of Maryland), title
"Prince George's County," sub-title "County Treasurer," sub-head-
ing "Department of Finance," and to repeal the said sub-heading;
to repeal and re-enact, with amendments, Sections 481, 482, 484,
492, 493 and 494 of said Article and sub-title; to add Sections 508,
509 and 510 to said Article and sub-title, to follow immediately after
Section 507 thereof, relating generally to the powers, duties and
compensation of the Treasurer of Prince George's County and of
the personnel in the office of the Treasurer of Prince George's
County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 508, 509, 510 and 511 of the Code of Public Local Laws
of Prince George's County (1953 Edition, being Article 17 of the
Code of Public Local Laws of Maryland), title "Prince George's
County," sub-title "County Treasurer," sub-heading "Department of
Finance," be and they are hereby repealed and that the said sub-
