or licenses convenient for its corporate purposes, and to use the
same so long as its corporate existence shall continue, and to lease
or make contracts with respect to the use of the same or to dispose
thereof in any manner it may deem to the best advantage of the Au-
thority; but the Authority shall be under no obligation to accept and
pay for any property condemned under this Act, except from the
funds provided under the authority of this Act. In any proceedings
to condemn, such orders may be made by the Court having jurisdic-
tion of the suit, action or proceeding as may be just to the Authority
and to the owners of the property to be condemned; and if the Au-
thority shall deem it expedient to establish or construct the Civic
Center on any lands, streets, alleys or public places, the title to which
shall then be in the City, the City except as hereinafter provided,
through its proper officials is hereby authorized to convey title to
such lands, streets, alleys, or public places to the Authority without
consideration. Provided, however, that the powers herein contained
and conferred in this Paragraph (6) shall not be exercised nor
applicable in the acquisition of any site for the establishment or
construction of said Civic Center, nor shall said Civic Center be
established or constructed unless the site therefor shall have been
first approved by the Board of Estimates of the City of Baltimore;
and provided that all public utility facilities occupying such lands,
streets, alleys, or public places shall first have been removed or re-
located at the Authority's expense.
(7) To appoint and dismiss officers, agents and employees in-
cluding engineering, architectural and construction experts and
attorneys, and to fix their compensation;
(8) To borrow money for any of its corporate purposes and to
issue negotiable revenue bonds payable solely from the earnings of
the Civic Center, and to provide for the payment of the same and
for the rights of the holders thereof. The City is hereby authorized
to make advances to the Authority, prior to the issue of revenue
bonds herein provided for, upon approval of the Board of Estimates;
for the purpose of preliminary studies by the Authority to be repaid
to the City from the proceeds of the revenue bonds.
(9) The Authority is authorized to receive appropriate gifts, con-
tributions of money, supplies, goods and services, or loans thereof,
and especially to accept appropriations, allotments and loans of funds
from the City of Baltimore, the State of Maryland, or the United
States of America, any Federal corporation or agency organized for
the purpose of aiding in the construction of public improvements,
and any municipal corporation or political sub-division of the State
of Maryland ;
(10) To exercise any power usually possessed by private corpora-
tions in performing similar functions, which is not in conflict with
the Constitution and laws of this State;
(11) To do all things necessary and convenient to carry out the
powers expressly granted by this Act.
SEC. 5. And be it further enacted, That
(Powers of the City.) The City is hereby authorized and em-
powered to abandon and vacate any or all streets, alleys or other
public places required to insure proper operation of the Civic Center
and the full and complete utilization of its facilities, and the City
