a Secretary-Treasurer who may or may not be a member of the
Authority. Three members of the Authority shall constitute a
quorum. No vacancy in the Authority shall impair the right of a
quorum to exercise all of the rights or perform all of the duties of
the Authority. The members of the Authority shall not be entitled to
compensation for their services, but they shall be reimbursed for
actual expenses necessarily incurred in the performance of their
duties, provided, however, that such reimbursement shall be made
solely from funds received by the Authority under the provisions
of this Act. The Authority may delegate to one or more of its mem-
bers, or to its officers, agents and employees, such powers and duties
as it may deem proper.

427. (Definitions.)

1.  The term "Authority" shall mean the Baltimore County Revenue
Authority created by this Act.

2.   The term "County" shall mean the body politic and corporate
of the State of Maryland known as the County Commissioners of
Baltimore County.

3. The term "County Commissioners of Baltimore County" shall
mean the County Commissioners of Baltimore County, a body politic
and corporate of the State of Maryland.

4. The term "Commissioners" shall mean the members of the
Board of County Commissioners of Baltimore County.

5.  The term "Project" shall mean any structure, facility or under-
taking or any combination thereof of a similar class or character
which the Authority is authorized to construct, improve, equip, fur-
nish, maintain, acquire, or operate under the provisions of this Act.

6.   The term "Person" shall mean and include natural persons,
firms, associations, corporations, business trusts, partnerships and
public bodies.

7.  The term "Federal Agency" shall mean and include the United
States of America, the President of the United States of America,
and any department of, or corporation, agency, or instrumentality
heretofore or hereafter created, designated or established by the
United States of America.

8.  The term "State" shall mean the State of Maryland.

9.   The term "Bonds" shall mean and include the revenue bonds,
certificates or other evidence of indebtedness or obligations which
the Authority is authorized to issue pursuant to this Act.

10.   The term "Construction" shall mean and include acquisition
and construction and the term "to construct" shall mean and include
to acquire and to construct all in such manner as may be deemed
desirable.

11.   The term "Improvement" shall mean and include extension,
enlargement, and improvement and the term "to improve" shall mean
and include to extend, to enlarge, and to improve all in such manner
as may be deemed desirable.
