real property to a new corporation. Since the bill would apparently
create administrative problems and involves an estimated titling tax
revenue loss of $18,000.00 to $20,000.00 a year, I have decided to
withhold my approval.

House Bill No. 651—Vendors, Washington County

AN ACT to add four new sections to Article 22 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Washington Coun-
ty", said new sections to be known as Sections 531, 532, 532A and
533, to follow immediately after Section 530 thereof, and to be
under the new sub-title "Vendors", providing for the licensing of
vendors of certain merchandise in Washington County, and re-
pealing the conflicting provisions of Section 12 of Article 56 of the
Annotated Code.

Dear Mr. Speaker:

House Bill 651 purports to regulate in Washington County the sale
and distribution of milk and bakery products manufactured outside
the state or sold by non-resident vendors. The Attorney General
advises that it is clear on the face of this bill that it is not a public
protection statute, but a trade regulation discriminating against com-
modities produced or distributed by non-residents of this state, and
is therefore unconstitutional. I have accordingly vetoed this bill.

House Bill No. 681—Fire Company Tax, College Park

AN ACT to authorize and empower the Mayor and Common Council
of College Park to levy and appropriate annually a special assess-
ment in the third (3rd), fourth (4th), fifth (5), and sixth (6th)
districts of the incorporated area of the Town of College Park,
notwithstanding any other statutory tax limitation, and to ap-
propriate the money so collected to the Branchville Volunteer Fire
Company and Rescue Squad, Inc., for the purpose of financing the
cost of a fire house on Branchville Road to serve the said third
(3rd), fourth (4th), fifth (5th), and sixth (6th) districts of said
Town; provided, however, that the authority hereby conferred shall
