House Bill No. 550—Baltimore Police Pension Fund
AN ACT authorizing and directing the Police Commissioner of Balti-
more City to return to Mrs. Estelle K. Kryger, the widow of a
former member of the Police Department of Baltimore City, the
amount the deceased contributed to the Special Fund for Widows.

Dear Mr. Speaker:
House Bill 550 provides for refund to Mrs. Estelle Kryger, widow
of a former member of the Baltimore Police Department, of the
monies contributed by her late husband to the special police pension
fund for widows. This bill, opposed by the late Commissioner Ober,
who recommended its veto, falls in the same category and is subject
to the same objections as House Bills 208 and 209 which I have today
vetoed. The general problem raised by such legislation is treated
at length in connection with my veto of House Bill 208, to which your
attention is respectfully addressed for a fuller consideration of the
matter.
This bill would provide special treatment for a single individual
different from that accorded all others similarly situated under the
provisions of the widows' pension fund law. No reason exists for
such discriminatory and preferential treatment, and I have accordingly
vetoed House Bill 550.

House Bill No. 552—Maryland-Washington Regional District
AN ACT to add to the area of the Maryland-Washington Regional
District in Montgomery and Prince George's Counties, and provide
for the continuance in full force and effect of existing regulations
and ordinances therein until such regulations and ordinances are
amended or repealed under the provisions of the Maryland-Wash-
ington Regional District Act.
