I have concluded that it is more important to resolve such doubt
against any possible impairment of the integrity of the Retirement
System and its uniformity. I have, therefore, concurred in the
recommendation of the Retirement System Trustees that Senate Bill
533 be vetoed.

Senate Bill No. 561—Zoning, Queen Anne's County
AN ACT to add a new sub-section to Section 21 of Article 66B of
the Annotated Code of Maryland (1951 Edition), title "Zoning
and Planning", sub-title "Zoning", said new sub-section to be
known as Sub-section (h) and to follow immediately after Sub-
section (g) thereof, providing that in Queen Anne's County no
zoning ordinance hereafter passed shall take effect until it has
first been submitted to and approved by a majority of the voters
of the municipality therein.

Dear Mr. President:
I have today vetoed Senate Bill 561, which would require a referen-
dum vote on any zoning ordinance proposed in Queen Anne's County.
Chapter 721 of the Acts of 1955 (House Bill 638), as approved by me,
makes a substantially similar provision for both Queen Anne's and
Talbot Counties. Senate Bill 561 is therefore unnecessary and its.
approval would serve only to create possible ambiguity and conflict as
to the prevailing law on the subject.

AN ACT to repeal and re-enact, wtih amendments, Section 90 of
Article 41 of the Annotated Code of Maryland (1951 Edition),
title "Governor — Administrative and Executive Departments",
sub-title "State Manual", providing for the distribution by the
Secretary of State of copies of the State Manual upon payment
of the sum of money established to cover the reasonable and
proper cost of publication for each such volume.
