Senate Bill No. 318—Baltimore County Elections
AN ACT to add new Section 95 (d-1) to Article 33 of the Annotated
Code of Maryland (1951 Edition), title "Elections", sub-title
"Elections", to follow immediately after Section 95 (d) thereof,
providing for alphabetical listing of all candidates for a particular
office on the general election ballot in Baltimore County.

Dear Mr. President:
The form and arrangement of ballot labels is standardized through-
out the State by the provisions of Section 95 of Article 33 of the
Annotated Code of Maryland (1951 Edition). Senate Bill 318 would
provide a different method for Baltimore County only, whereby at
general elections in said county the names of all nominees would
appear in adjacent rows or columns in alphabetical order "under the
office for which nominated and irrespective of party affiliation".
Aside from the ambiguity of the language employed in this bill,
there is no discernible reason for modification in one county alone,
of a state-wide law relating to such an important subject as elections.
The provisions for labelling the voting machines, which henceforth
will be in use throughout the state, should remain uniform. Any
change which may be found desirable should be state-wide in its
application. I am therefore returning the bill herewith without my
approval.
