PREMIUM OF THE "STATE HIGHWAY CONSTRUCTION
BONDS, SERIES B" TO BE REDEEMED IN ACCORDANCE
WITH THIS ACT, AND THE PROCEEDS OF SUCH SALE SHALL
BE USED FOR THE PURPOSE OF REDEEMING SAID "STATE
HIGHWAY CONSTRUCTION BONDS, SERIES B". SUCH ISSU-
ANCE AND SALE MAY BE ON, BEFORE OR AFTER DECEM-
BER 1, 1955, AS SAID COMMISSION MAY DETERMINE, AND
MAY BE IN CONNECTION WITH THE ISSUANCE AND SALE
OF "STATE HIGHWAY CONSTRUCTION BONDS" BEING
ISSUED AND SOLD FOR OTHER PURPOSES, AS SAID COM-
MISSION MAY DETERMINE. IN CONNECTION WITH THE
ISSUANCE AND SALE OF "STATE HIGHWAY CONSTRUC-
TION BONDS" FOR THE PURPOSE OF THIS ACT, SAID COM-
MISSION SHALL NOT MAKE ANY REFERENCE, PLEDGE,
COVENANT, AGREEMENT OR CONTRACT TO ITS RIGHT TO
FIX, REVISE, CHARGE AND COLLECT ANY TOLLS FOR THE
USE OF THE PATUXENT RIVER BRIDGE, AUTHORIZED TO
BE CONSTRUCTED BY CHAPTER 74 OF THE ACTS OF 1949.
AFTER DECEMBER 1, 1955, THE PATUXENT RIVER BRIDGE
SHALL BE OPEN TO FREE PUBLIC USE, AND NO TOLLS
OR OTHER CHARGES SHALL BE COLLECTED OR IMPOSED
FOR THE RIGHT TO USE SAID BRIDGE. AFTER DECEMBER
1, 1955, SO MUCH OF THE PROVISIONS OF CHAPTER 74 OF
THE ACTS OF 1949 AS AUTHORIZES THE STATE ROADS COM-
MISSION TO FIX, REVISE, CHARGE AND COLLECT ANY
TOLLS FOR THE USE OF THE PATUXENT RIVER BRIDGE
BE AND THE SAME IS HEREBY REPEALED.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

REQUIRING THE GOVENOR
TO SUBMIT THE BUDGET TO THE GENERAL ASSEMBLY
WITHIN TWENTY DAYS AFTER ITS CONVENING IN ODD-
NUMBERED YEARS and submitting this amendment to the
qualified voters of the State for adoption or rejection.
