516D. News Accounts Not Included. This sub-title shall not be
construed to apply to those accounts of crime which are part of the
ordinary and general dissemination of news appearing in publications
which are published not less frequently than once a week, nor to such
drawings and photographs as are used to illustrate such accounts.

516E. Penalty. Any person violating the provisions of this sub-
title shall be guilty of a misdemeanor and shall be punishable by a
fine of not less than Twenty-five Dollars ($25.00), nor more than Two
Hundred Dollars ($200.00), or by imprisonment for not less than
10 days and not more than 6 months, or both. If two or more books,
pamphlets, magazines or other printed papers are sold or distributed
at the same time by the same person, the sale or distribution of each
shall constitute a separate offense.

516F. Severability. If any provision, section, sub-section, sen-
tence, clause or phrase of this sub-title, or the application of same
to any person or set of circumstances, is for any reason held to be
unconstitutional, void or invalid (or for any reason unenforceable),
the validity of the remaining portions of this sub-title or their appli-
cation to other
; persons or sets of circumstances shall not be affected
thereby, it being the intent of the General Assembly of Maryland
in adopting this sub-title, that no portion thereof or provision or
regulation contained herein shall become inoperative or fail by
reason of any unconstitutionality or invalidity of any other portion,
provision or regulation, and to this end, all provisions of this sub-
title are declared to be severable.

SEC. 2. And be it further enacted, That this Act shall take effect
on June 1,1955.

CHAPTER 721
(House Bill 638)

AN ACT to add a new sub-section to Section 21 of Article 66B of
the Annotated Code of Maryland (1951 Edition), title "Zoning
and Planning", sub-title "Zoning", said new sub-section to be
known as Sub-section (h) and to follow immediately after Sub-
section (g) thereof, providing that no ORIGINAL zoning ordi-
nance hereafter passed shall take effect until it has first been sub-
mitted to and approved by a majority of the voters of the munici-
pality: PROVIDED THIS SUB-SECTION SHALL APPLY
ONLY TO QUEEN ANNE'S AND TALBOT COUNTIES.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new sub-section be and it is hereby added to Section 21 of
