TO ADD A NEW SECTION 273 (C) TO SAID ARTICLE AND
SUB-TITLE, SUB-HEADING "HOW AWARDED", SAID NEW
SECTION TO FOLLOW IMMEDIATELY AFTER SECTION
273 (B) THEREOF, providing generally for certain scholarships
for Hood College, in the City of Frederick, and for the manner
of appointment and the conditions of holding such scholarships.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1951 Edition), title "Public Educa-
tion", said new section to be known as Section 254A, to follow imme-
diately after Section 254 thereof, to be under the sub-title "Free
Scholarships" and under the new sub-heading "Hood College, Fred-
erick", AND THAT SECTION 273 (C) BE AND IT IS HEREBY
ADDED TO SAID ARTICLE AND SUB-TITLE, SUB-HEADING
"HOW AWARDED", SAID NEW SECTION TO foLLOW IMME-
DIATELY AFTER SECTION 273 (B), and to read as follows:

Hood College, Frederick

254A. Two students from each senatorial district of this State
shall be educated free of charge for tuition, board and room at Hood
College in the City of Frederick. One student from each election
district of Frederick County shall be educated free of charge for
tuition at Hood College.

appointment. No student shall hold any such appointment for a
period longer than four years. Each student receiving such an ap-
pointment shall give bond to the State of Maryland, in such amount
and with such security as may be approved by the President of Hood
College, that she will teach in the public schools of this State for not
less than two years after leaving the college.

273. (C) EXCEPT AS PROVIDED OTHERWISE IN THIS
SUB-SECTION, THE SCHOLARSHIPS TO HOOD COLLEGE IN
THE CITY OF FREDERICK SHALL BE AWARDED ONLY
AFTER COMPETITIVE EXAMINATIONS SUPERVISED BY
THE BOARD OF EDUCATION OF THE RESPECTIVE COUN-
TIES IN WHICH THE APPLICANT LIVES, OR THE BOARD
OF SCHOOL COMMISSIONERS OF BALTIMORE CITY, AS THE
CASE MAY BE. THE EXAMINATION QUESTIONS SHALL BE
PREPARED AND THE PAPERS SHALL BE GRADED BY THE
APPROPRIATE AUTHORITIES OF HOOD COLLEGE. THE
NAMES OF THE SUCCESSFUL APPLICANTS FROM EACH
COUNTY OR LEGISLATIVE DISTRICT WHO PASS THE EX-
AMINATION SHALL BE GIVEN TO THE STATE SENATOR
FROM THAT COUNTY OR LEGISLATIVE DISTRICT, TO-
GETHER WITH THE GRADES ACHIEVED BY EACH SUCH
APPLICANT. THE APPOINTMENT TO FILL THE SCHOLAR-
SHIP THEN SHALL BE MADE BY THE RESPECTIVE STATE
SENATOR. IN MAKING THE APPOINTMENTS TO FILL THE
SCHOLARSHIPS, THE STATE SENATOR SHALL TAKE INTO
CONSIDERATION THE FINANCIAL CONDITION OF THE
PARENTS OR GUARDIANS OF THE APPLICANTS, AND NO
