ment System as if it were divided into separate retirement systems,
one being applicable to employees of the State of Maryland and the
other or others being applicable to the employees of any political sub-
division who may have been enrolled as members of the State Em-
ployees' Retirement System. Also, with respect to the Teachers'
Retirement System, the State of Maryland is declared to have the
option of treating any institution of higher learning having teachers
or other members as members of the Teachers' Retirement System as
if that institution of higher learning had a separate retirement
system.

SEC. 2. AND BE IT FURTHER ENACTED, THAT NOTWITH-
STANDING ANY OTHER PROVISIONS OF THIS ACT TO THE
CONTRARY, NO REFERENDUM SHALL BE HELD OR AGREE-
MENT ENTERED INTO BY THE STATE OF MARYLAND WITH
RESPECT TO EMPLOYEES OR OFFICIALS OF THE STATE OF
MARYLAND INCLUDING BUT NOT LIMITED TO EMPLOYEES
AND OFFICIALS OF INSTITUTIONS OF HIGHER LEARNING,
PRIOR TO JUNE 30, 1956.

SEC. 2 3. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 637
(House Bill 231)

AN ACT to repeal and re-enact, with amendments, Sub-section (d) of
Section 656 of Article 66C of the Annotated Code of Maryland
(1951 Edition), title "Natural Resources", sub-title "Oysters and
Clams", restricting Dredging licenses in Dorchester and Talbot
Counties to bona fide residents of said counties who have resided
in said counties for twelve (12) months immediately prior to the
date of application for the licenses.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sub-section (d) of Section 656 of Article 66C of the Annotated
Code of Maryland (1951 Edition), title "Natural Resources", sub-
title "Oysters and Clams", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

656 (d) Issuance of License. Upon the applicant's oath and upon
receipt of application, the Clerk of the Circuit Court shall issue to
said applicant a numbered license and a piece of canvas bearing the
number of the license painted in red; and for such license and number
said applicant shall pay to said Clerk a license fee of Two Dollars
($2.00) per gross ton for every gross ton said boat shall measure; and
