SEC. 2. And be it further enacted, That if any provision, clause,
sentence, or section of this sub-title shall be declared to be invalid or
in violation of any provision of the State or Federal Constitution the
remainder of said sub-title shall stand and be effective notwith-
standing.

SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1955.

(House Bill 228)

AN ACT to repeal and re-enact, with amendments, Sections 31, 32,
33, 34, 35, 36 and 37 of Article 73B of the Annotated Code of
Maryland (1951 Edition and 1954 Supplement), title "Pensions,"
sub-title "Social Security Benefits"; to add a new Section 33A
thereto, to follow immediately after Section 33 thereof; to add
Sections 38, 39 and 40 thereto, to follow immediately after Section
37 thereof, generally amending the laws of this State concerning
the availability of Old Age and Survivors' Insurance under the
Social Security Act of the United States for employees of the State
of Maryland and of its political sub-divisions in order to make
possible more extended coverage of State and local public em-
ployees under the Federal Old Age and Survivors Insurance Sys-
tem and relating generally to the membership and benefits for
State and local public employees in Maryland in the Federal Old
Age and Survivors' Insurance System as embodied in the Social
Security Act of the United States.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 31, 32, 33, 34, 35, 36 and 37 of Article 73B of the
Annotated Code of Maryland (1951 Edition and 1954 Supplement),
title "Pensions," sub-title "Social Security Benefits," be and they are
hereby repealed and re-enacted, with amendments; that Section 33A
be and it is hereby added thereto, to follow immediately after Section
33 thereof; that Sections 38, 39 and 40 be and they are hereby added
thereto, to follow immediately after Section 37 thereof, and all to
read as follows:

31. Declaration of policy.

In order to extend to employees of the State of Maryland and the
political subdivisions of the State of Maryland and to the dependents
and survivors of such employees, the basic protection accorded to
others by the old age and survivors' insurance system embodied in
the Social Security Act of the United States, it is hereby declared to
be the policy of the legislature, subject to the limitations of this sub-
title, that such steps be taken as to provide such protection to em-
