PLACEMENT PENDING FINAL ACTION BY THE COURT ON
PETITION.
(C) (LICENSING OF HOMES.) ANY ENTITY, AND ANY
PERSON NOT RELATED BY BLOOD OR MARRIAGE TO A
MINOR, EXERCISING CARE, CUSTODY OR CONTROL IN THE
NATURE OF A PARENT OR GUARDIAN, FOR ONE OR MORE
MINORS, PRIOR TO THE EXERCISE OF SUCH CUSTODY OR
CONTROL, SHALL OBTAIN A LICENSE FROM THE STATE
DEPARTMENT OF PUBLIC WELfaRE, EXCEPT THAT NO
LICENSE SHALL BE REQUIRED:
(1) WHERE THE CARE, CUSTODY OR CONTROL IS GIVEN
BY A LICENSED PLACEMENT AGENCY OR LOCAL WELfaRE
DEPARTMENT.
(2) WHERE THE CARE, CUSTODY OR CONTROL IS GIVEN
BY THE MINOR'S NATURAL PARENT OR PARENTS OR
GRANDPARENTS IMMEDIATELY AND DIRECTLY FOR ADOP-
TION TO A PERSON OR PERSONS AND ADOPTION PRO-
CEEDINGS HAVE BEEN INSTITUTED BY SUCH PERSON OR
PERSONS.
(3) WHERE THE CARE, CUSTODY OR CONTROL WAS
GIVEN BY THE COURT.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

(House Bill 31)
AN ACT to repeal and re-enact, with amendments, Section 72 of
Article 17 of the Annotated Code of Maryland (1951 Edition), title
"Clerks of Courts", sub-title "Clerks of Circuit Courts", removing
from this section the provision that certain plats recorded among
the Land Records of any county of this State or of Baltimore City
may be signed and sealed by a registered professional engineer.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 72 of Article 17 of the Annotated Code of Maryland
(1951 Edition), title "Clerks of Courts", sub-title "Clerks of Circuit
Courts", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
72. Such plats must be drawn accurately to scale and may be made
on a good quality of tracing linen or be blue prints or blue or black
