Sec 2. And be it further enacted, That all laws or parts of laws
of this State inconsistent to any degree with the provisions of this
Act are hereby repealed to the extent of such inconsistency.

SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS
SECTION IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRES-
ERVATION OF THE PUBLIC HEALTH AND SAFETY, AND
HAVING BEEN PASSED BY A YEA AND NAY VOTE, SUP-
PORTED BY THREE-FIFTHS OF THE MEMBERS ELECTED
TO EACH OF THE TWO HOUSES OF THE GENERAL ASSEM-
BLY, THE SAME SHALL TAKE EFFECT FROM THE DATE OF
ITS PASSAGE.

(House Bill 177)
AN ACT to authorize the Board of County Commissioners of St.
Mary's County to borrow a certain sum of money and relating
generally to the amount and to the time, manner, procedure, rate
of interest and repayment of any such borrowed monies and the
use of the proceeds thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of County Commissioners of St. Mary's County is
authorized and empowered to borrow up to but not exceeding the
sum of $140,000 in order to defray necessary and proper expenses
for the operation of the County government during the period be-
tween the effective date of this Act and June 30, 1958, inclusive.
Any amount so borrowed shall be evidenced by notes, bonds or other
certificates of indebtedness issued upon the faith and credit of St.
Mary's County. The time, manner, procedure, rate of interest and
repayment of any such bonds, notes or other certificates of indebted-
ness shall be as determined by resolution of the Board of County
Commissioners of St. Mary's County.
Sec 2. And be it further enacted, That this Act is hereby declared
to be an acute emergency law and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
