CHAPTER 324.

AN ACT to authorize the county Commissioners of
Cecil county, to levy a sum of money for the con-
struction of a Bridge over Big Elk Creek, at Lord's
Factory, in said county.

Mar. 10, 1854.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the county commissioners of Cecil
county, be and they me hereby authorised and empow-
ered, if in their discretion they shall deem it expedient,
to levy on the assessable property of said county a sum
of money sufficient for the construction of a bridge over
Big Elk Creek, at Lord's Factory in said county.

SEC. 2. And be it enacted, That the said county
commissioners, after having proceeded to levy a sum of
money for the construction of said bridge as aforesaid,
be and they are hereby authorised and required to let
the building of said bridge out to the lowest bidder ;

To let out to
lowest bidder.

Provided, that the persons to whom such contract may ;
be given shall before beginning the construction of said
bridge, give bond and security to be approved by the
said commissioners, that the work upon said bridge
shall be performed and completed in a substantial and
workmanlike manner.

CHAPTER 325.

Proviso.

AN ACT relating to the trial of facts in the several
circuit courts of this State.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That in all suits or actions at law, issues
from the Orphans court, or any court sitting in equity,
in petitions for freedom, and in all presentments and in-
dictments now pending or which may be pending at
the time of the passage of this act, or which may here-
after be instituted in any of the courts of law of this
