laid, shall issue a warrant in the name of the State of
Maryland, commanding the person or persons violating
the provisions of this law to be and appear before him
on some certain day therein mentioned, not exceeding
ten days from the date of said warrant, to answer the
charges against him, and said justice is hereby authoris-
ed to pass judgment of forfeiture of boats and seines
used by said offender at the time of violating this act,
and to impose a fine of not less than twenty nor more
than fifty dollars for the first offence, and not less than
fifty nor more than one hundred dollars for the second
offence, one half of said fine and forfeiture to go to the
informer, and one half to go to the school fund of the
county where said judgment may be given, after the pay-
ment of costs of suit.

SEC. 3. And be it enacted, That any such informer
may become a competent witness by releasing to the
State of Maryland, all interest in and to such fine and
forfeiture.

SEC. 4. And be it enacted. That said fines and for-
feitures shall be collected as other fines and forfeitures
are now collected; Provided, that nothing herein con-
tained shall be construed to apply to seines usually de-
nominated market seines, which are used for catching
summer fish; Provided also, that the defendant shall
have a right to appeal to the circuit court from the de-
cision of the justice of the peace upon giving bond and
security to double the amount of the fine and value
of boat and seines.

SEC. 6. And be it enacted, That this act shall take
