dred and thirty -seven, and have accrued to the benefit
of Baltimore county, by the terms of the division and
settlement of the joint property interests of Baltimore
city and county, and the said commissioners, shall levy
only for the taxes of eighteen hundred and fifty-four,
for said county, in addition to the funds herein before
appropriated, such further sum or sums, by estimate to
be made by them, as may be required for the current
expenses of the county for the year eighteen hundred
and fifty-four.

Amount in
hand.

SEC. 3. And be it enacted, That in estimating the
amount required for the year eighteen hundred and
fifty-four, the said commissioners, are hereby authorised
in anticipation, further to credit the levy for said year
with such sum as in their judgment, may remain in
hand, arising from monies heretofore directed by law to
be held by the Treasurer of said county, to pay the
judges of the orphans court, jurors, &c., and from bal-
ances to be hereafter ascertained in favor of the county
upon full audit of the books of the Treasurer of said
county, and for the purpose of ascertaining the finan-
cial condition of said county, it shall be the duty of the
commissioners of Baltimore county to cause the books
of the Treasurer of said county to he closed and bal-
anced, on or before the first day of January, eighteen
hundred and fifty-five, and to have a statement in de-
tail made out, showing the balances after deducting the
liabilities of said county, payable to the county Treasu-
rer, or county commissioners from all sources in their
kind, which said statement shall he entered at length
on the journal of proceedings of said commissioners,
and if upon such audit or statement it shall appear,
that the balances thus ascertained, and herein before au-
thorised to be appropriated and applied to the credit of
the levy of eighteen hundred and fifty-four, shall either
exceed, or fall below the amount so anticipated, then
the said county commissioners shall credit or charge
such excess or deficit as the case may he, to the levy
for the year eighteen hundred and fifty-five.

Discount al-
lowances, &c.

SEC. 4. And be it enacted, That the said county
commissioners shall in addition to the levy for the cur-
rent expenses of the said county upon the assessable
property thereof, on or before the first day of April eigh-
teen hundred and fifty-four, levy a further sum of nine
per cent, to be computed upon the estimated require-
ments of said county, and on or before the first day of
March, for each and every year thereafter, ten per cent
to defray the discount allowances, and collecting of the
