Sec. 2. And be it enacted, That any guardian of an
infant or infants may insure under the provisions of the
original act, to which this is amendatory, as well also as
under this amendment, any houses, buildings or personal
property which the ward or wards of such guardian
may own, either jointly with others or in severally, and
such insurance to have the same lien and to have the
same effect in all respects as if such minors were of
full age, and had made such insurance themselves;
Provided, the consent of the orphans court of the city
or county in which said guardian or guardians were
appointed shall be first had and obtained.

SEC. 3. And be it enacted, That in any suit at
law or equity by or against said company, no member
thereof shall, on that account, if he be not a party to
such suit in their individual capacity, be incompetent
as a witness for or against the company.

SEC. 4. And be it enacted, That the board of di-
rectors of this company are hereby authorised to locate
the office of the company in Baltimore city, if they
deem it for the interest of the institution, permanently
or temporarily, at their discretion; Provided, that be-
fore this act shall go into full effect, it shall be accepted
by the members of the said company or a majority of
them present at any meeting held by them.

SEC. 5. And be it enacted, That this act shall go
into effect upon the passage thereof, subject to the re-
strictions heretofore mentioned.

AN ACT taxing dogs for the protection of sheep in
Cecil county.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That it shall be the duty of the commis-
sioners of Cecil county, and they are hereby required
to cause an accurate return to be taken annually by
the collectors of the several districts within the said
county of all dogs upwards of one month old, owned
or possessed by any person or persons within their re-
spective districts, particularly noting the number owned
