which they may be elected, any of the commissioners
should die, resign, refuse to act, remove from said vil-
lage, or be non-compos, or otherwise disqualified, an
election to fill the vacancies shall be held, unless they
fill the vacancies in the recess, each and every year after
the first election, and all persons qualified, as is speci-
fied in the second section of this act, shall be entitled to
a vole.

CHAP. 321.

SEC. 7. And be it enacted, That the said commis-
sioners, or a majority of them, shall have power to ap-
point a clerk and assign his duties, and allow him such
compensation for his services as they may think proper,
of if a vacancy occur in anywise, they are authorised
to fill such vacancy at any time, and that all ordinances
passed by the said commissioners, or a majority of them,
shall by their clerks be entered in a book to be kept by
them for that purpose, and shall be open at all times for
the inspection of any person interested, and copies of all
ordinances shall be put up in the most public places of
said village, that the same be generally made known,
and the clerks so appointed, shall make duplicate returns
of each election, or vacancies filled for commissioners,
at such times as the commissioner's require, to the clerks
of Dorchester and Caroline counties respectively, to be
kept by them in their offices, and the commissioners
shall appoint a judge or judges of each election to be
held, in due time, and give one week's notice of such
elections as are to be held, the judges reserving the right
to appoint a clerk, at their discretion, for each election to
be held, if they wish to do so, and said commissioners
to allow such compensation as they choose, to any of
said officers.

SEC. 8. And be it enacted, That all fines and for-
feitures, under the ordinances of the said corporation,
shall be recoverable before the president aforesaid, as
small debts are recoverable out of court, or before a jus-
lice of the peace.

How penalties

SEC. 9. And be it enacted, That the limits of the said
village shall extend to the distance of one-half of a mile
from the centre of the bridge, leading across the river in
said village, into each county as aforesaid, in either di-
rection, and the properly within said limits, shall be
subject to such taxation and charges as may be deemed
necessary by the said commissioners, or a majority of
them, to support and maintain the expenses which may
at any time be incurred in the improvement of said
village.
