LAWS OF MARYLAND.

CHAP. 299.

of constables, a collector of taxes, and a clerk, who

shall each be compensated, and possess such powers
as may be prescribed by ordinance, and shall each
give bond with security, in such penalty as shall be
prescribed by ordinance, such bond to be approved by
the mayor.

To assess the
property.

SEC. 7. And be it enacted. That the common coun-
cil may provide for an assessment of the property
within the city limits, until which is done all tuxes
shall be levied according to the county assessment;

Proviso.

provided, that no land within said city limits, and not
fronting on any street, shall be taxed on more than
one acre thereof, and the value of the improvements
on said entire tract of land.

Time of meet-
ing fixed.

SEC. 8. And be it enacted, That said mayor and
common council shall meet on the first Monday of
each month, at such place and hour as shall be fixed
by the mayor, and at such other times as the council
may adjourn to; the council shall elect one of their
number president, who, in case of the absence or
sickness of the mayor, shall be clothed with all his
power and authority; and the council, of which three
shall constitute a quorum for the transaction of busi-
ness, may pass rules and bye-laws for their own
government, when in session; provided, that a failure
to comply with any of the provisions of this act, shall
not render the act void, or work a forfeiture of its
benefits.

Oaths required.

SEC. 9. And be it enacted, That all officers of said
city shall, before they proceed to the discharge of their
several duties, take an oath before a justice of the
peace of Carroll county, to act faithfully, without fa-
vor, partiality,or prejudice, in all things appertaining
to their respective offices; and a failure to take such
oath within two weeks alter his or their election, shall
be deemed and taken as a refusal on the part of the
party or parlies so failing to take said oath, to act in
the discharge of the duties of the office or offices to
which he or they may have been elected.

Repealed.

SEC. 10. And be it enacted, That all acts heretofore
passed to incorporate the aforesaid town of Westmin-
ster, be and the same are hereby repealed.
