In voting for commissioners, it shall

be by general vote of the whole county,

confining, nevertheless, the residence of

each to commissioners district, &c., the

person having the highest number of

votes, to be elected for three years, the.

next highest for two years, and next

highest for one year, their places to be

supplied by the annual election of one

commissioner in like manner, &c.,
