PUBLIC DEBT—

ment of the treasurer, to pay the ordi-

nary expenses, the current interest on

the main public debt, interest on bonds

given for coupons, &c., and certificates

for difference of interest, &c., shall be

by treasurer first applied to payment of

such interest in arrear as may remain

unfunded, and after such unfunded in-

terest is discharged, either to the pur-

chase or redemption, in his discretion,

of the bonds issued for arrears of in-

terest, &c., until all such shall have

been purchased or redeemed, after

which all such surpluses to be applied

to the increase of the sinking fund and

extinguishment of the main debt,

Where magistrates courts in any elec-

tion district in, are not in operation, the

justices of the orphans court of, upon in-

formation, to have all the powers in rela-

tion to hireing out of free negroes, which

justices of the orphans courts or justices

of magistrates courts are now invested ;

and in all cases instituted under this act

before justices of the orphans court,
