LAWS OF MARYLAND.

CHAP. 84.

board of commissioners of Washington county shall con-
sist of three members, to be elected by general ticket,
not less than a majority of whom shall constitute a board
for transacting any business, other than that of adjourn-
ing.

Qualification
of voters.

SEC. 3. And be it enacted, That every voter in
Washington county who may be qualified to vote for del-
egates to the General Assembly, shall be entitled to vole
for three individuals to compose the board of commis-
sioners of Washington county, at the election to be held
on the first Wednesday of October, eighteen hundred and
forty-six, at the usual places and in the same manner ac-
cording to the general election lavs, and by the same
judges, who may hold elections for delegates to the Gen-
eral Assembly, and the return of said election shall be
certified by the judges of election to the clerk of Wash-
ington county court in the usual manner as now provided
by law.

Board of com-
missioners to
classify.

SEC. 4. And be it enacted, That the said board of com-
missioners, after their election and organization as here-
inbefore provided for, shall proceed to classify them-
selves in the following manner: the clerk of said board
shall write the name of each elected member on separate
pieces of paper of equal size, and shall place the same
in a box with a covered top, and the said clerk shall
draw therefrom at random said ballots so deposited, and
the commissioner whose name shall be first drawn from
said box, shall continue in office until the first Wednes-
day of October, eighteen hundred and forty-seven, and
the second named commissioner drawn therefrom, shall
continue in office until the first Wednesday of October,
eighteen hundred and forty-eight, and the third named
commissioner drawn therefrom, shall continue in office
until the first Wednesday of October, eighteen hundred
and forty-nine.

Elected by ge-
neral ticket.

SEC. 5. And be it enacted, That on the first Wed-
nesday of October, eighteen hundred and forty-seven,
and annually thereafter on the first Wednesday, of Octo-
ber of each year, one member of the board of commis-
sioners of said county, shall be elected by general ticket,
who shall continue by virtue of his election a member of
said board for three years.

In case of va-
cancy.

Sec. 6. And be it enacted, That in case of a vacancy
by death; resignation; refusal to act, removal from said
county, or by a tie among two or more at said elections,
or from any other cause, a new election shall be held to
supply the vacancy; the sheriff of said County first giv-
