of said town of Manchester, shall before they enter upon
the duties of their office, take and subscribe to the follow-
ing oath or affirmation, to be administered by some jus-
tice of the peace, for the time being, residing in said
town: I, A B, do solemnly swear, or affirm as the case
may be., that 1 will well and truly execute the office of
commissioner, to the best of my knowledge and ability,
Without favor, affection or partiality, so help me God;
and that any one of the commissioners so sworn in, be
empowered to administer the oath above named to each
and every person holding office under said commission-
ers, and to their successors in office.

CHAP. 360.

SEC. 9. And be it enacted, That all fines and for-
feitures under the ordinances of said corporation, shall be
recoverable before the president aforesaid, as small debts
are recoverable out of court or before any justice of the
peace.

SEC. 10. And be it enacted, That the limits of the said
town of Manchester, shall extend to the distance of one-
half mile from the centre of the town each way, and the
property within said limits, except that now owned by
. Zion's Church and the other places of worship, and the
Manchester Academy, shall be subject to such taxes and
charges as may be deemed necessary by said commission-
ers, or a majority of them, to support and maintain the
expenses which may at any time be incurred in the im-
provement of said town, and for other corporate pur-
poses.

SEC. 11. And be it enacted, That the said commission-
ers, or a majority of them, shall have full power to make
all such by-laws, regulations and ordinances, not incon-
sistent with the laws and constitution of this State, as
from time to time they may deem wise, equitable and ex-
pedient for the comfort, health, convenience, safety and
prosperity of the said town and its inhabitants; to re-
strain or license theatrical or other public exhibitions
and amusements within the limits of the corporation, for
the prevention and extinguishment of fire in said town,
to license or prevent dogs from running at large in said
town and for taxing them, for the prevention or removal
of nuisances, preservation of health, and suppression of
vice and immorality within the limits of the said town,
and shall have power to lay an equal tax on the property
within the said limits, to such amount as may from time
to time be deemed necessary to accomplish the purposes
aforesaid, which tax shall be collected and paid to the
president and commissioners, by the collector by them
