of Public Welfare shall be the head of said Department
and it shall exercise all the powers bestowed by law upon
the Department of Public Welfare.

5. The [State Department] Board of Public Welfare is
hereby authorized and empowered to adopt from time to
time, such rules and regulations, as may be necessary, to
carry out any of the duties imposed upon it by law, and
when adopted [and approved by the Board of Public Wel-
fare], such rules and regulations shall have the force and
effect of law. It shall likewise adopt rules and regulations
covering the custody, use and preservation of the records,
papers, files and communications of the State and local
departments concerning applicants and recipients of assist-
ance. The use of such records, papers, files and communi-
cations by any other agency or department of government
to which they may be furnished shall be limited to the
purposes for which they are furnished.

SEC. 3. And be it further enacted, That this Act shall
take effect on June 1, 1953.

(House Bill 560)

AN ACT to repeal and re-enact, with amendments, Section
743 of Article 27 of the Annotated Code of Maryland
(1951 Edition), title "Crimes and Punishments", sub-
title "Boys' Village"; Section 746 of said Article and
title, sub-title "Maryland Training School for Boys";
Section 747 of said Article and title, sub-title "Montrose
School for Girls"; and Section 748 of said Article and
title, sub-title "Barrett School for Girls", relating to the
appointment and powers of the Boards of Managers of
said institutions.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 743 of Article 27 of the Annotated
