(b) Any person violating any of the provisions of this
section shall be subject to a fine of from One to Ten Dollars
for the first offense_f and for the second or subsequent
offense, a fine of Ten to Fifty Dollars, to be collected as
other fines and penalties are collected.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

AN ACT to repeal and re-enact, with amendments, Section
177 of Article 41 of the Annotated Code of Maryland
(1951 Edition), title "Governor—Executive and Admin-
istrative Departments", sub-title "8—State Department
of Public Welfare", and Sections 1, 2 and 5 of Article
88A of the Annotated Code of Maryland (1951 Edition),
title "State Department of Public Welfare", sub-title
"Board of Welfare", relating to the appointment and
tenure of the Director of Public Welfare and the duties
of the Board of Public Welfare.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 177 of Article 41 of the Annotated
Code of Maryland (1951 Edition), title "Governor—Execu-
tive and Administrative Departments", sub-title "8—State
Department of Public Welfare'', be and the same is hereby
repealed and re-enacted, with amendments, to read as
follows:

177. The [administrative] head of the State Department
of Public Welfare shall be the [Director] Board of Public
Welfare, having and exercising the rights, powers, obliga-
tions, duties and functions now or hereafter conferred
by law.

SEC. 2. And be it further enacted, That Sections 1, 2 and
5 of Article 88A of the Annotated Code of Maryland (1951
