proper, and, whenever it seems advisable, from time to
time to transfer duties and powers from one sub-depart-
ment to another sub-department, and from time to time to
re-transfer the same, in whole or in part.

279. (a) The [Chief Engineer of Baltimore County]
Director of Public Works shall make a detailed annual
report to the County Commissioners of Baltimore County
of the work done by the Department of Public Works
and the several sub-departments thereof. He shall make
such recommendations to the County Commissioners of
Baltimore County as he deems advisable in connection
with the work of the Department of Public Works or any
sub-department thereof, and shall submit a written re-
port, with such other data as he may deem necessary, of
all work to be undertaken by the Department of Public
Works and the several sub-departments thereof for the
ensuing fiscal year. The [Chief Engineer] Director of
Public Works
shall furnish such other data as the County
Commissioners of Baltimore County from time to time
may request. He shall file all of said reports with the
Chief Clerk of the County Commissioners; the first re-
ports before the first day of January, 1944, the second on
or before the fifteenth day of October, 1944, and there-
after on the fifteenth day of October in each and every
year. All provisions of law for the making of reports
by various sub-departments of the Department of Public
Works to the County Commissioners shall be construed
to require instead the making of such reports to the
[Chief Engineer of Baltimore County] Director of Public
Works
who may adopt said reports, in whole or in part,
in his report to the County Commissioners of Baltimore
County, and as to such said sub-departments of the De-
partment of Public Works that are not now required by
law to make an annual report to the County Commis-
sioners of Baltimore County, the [Chief Engineer] Di-
rector of Public Works
is authorized and empowered to
require such sub-departments to furnish him such in-
formation and data as he may desire in connection with
the preparation of his annual report, or for any other pur-
pose connected with or incident to the Department of
Public Works. The County Commissioners of Baltimore
County shall publish such portion of the reports or con-
densed statements thereof, as to the entire Department
of Public Works or any sub-department thereof, as it may
deem proper and necessary for the best interests of the
citizens of Baltimore County, but nothing herein con-
