the satisfactory completion of the work for which said bid
is accepted, or a contract is awarded. Whenever the Mayor
and Council may be able to purchase material and/or
employ labor by direct purchase, or employment at an
amount less than the amount of the lowest bid for labor
and/or material, after public invitation for bids as re-
quired by the provisions of this section, then in that event
the Mayor and Council may undertake directly to purchase
said materials and/or employ such labor as may be neces-
sary to perform the municipal work as required, provided
however, that the Mayor and Council may use such regular
town employees and town equipment as it may have under
its control for the performance of any work of whatever
character necessary for street improvement or maintenance
without regard to the expense thereof, and without adver-
tising or invited public bids as required by the provisions
of this section, for such part of the work which may be
done with such regular town employees and such town
equipment.
SEC. 20. And be it further enacted, That the Mayor
and Council is hereby authorized to provide means for
the collection and removal of garbage, trash, rubbish, and
other refuse matter from within the limits of the Town,
whenever in its discretion it believes the public health and
safety of the residents of the Town require the same, or
the public necessity warrants the same, and in such event,
the collection and removal of such garbage, trash, rubbish
and other refuse matter may be undertaken by the Town
itself, through employees of the municipality and the use
of municipal equipment, or said municipality may contract
for the collection and removal of such garbage, trash,
rubbish, and other refuse matter with such person, firm,
or corporation as the municipality may agree with for
such collection and removal, under such agreement, and
upon such terms and for such compensation as they may
agree upon, and such compensation shall not be limited
to the amount prescribed by Section 18 of this Charter,
or to the manner provided therein for letting such munic-
ipal work.
SEC. 21. And be it further enacted, That the Mayor
and Council of Carrollton are hereby fully authorized and
empowered to construct, establish, and maintain in work-
ing order, a sewerage system in the City of Carrollton,
if facilities of Washington Suburban Sanitary Commission
are not available, for the collection, transmission, and
disposal of drainage and sewerage from the houses and
other buildings, and cesspools, wells, sinks, and other
