agreements for the construction of such work or regarding
such construction in the town with the Washington Sub-
urban Sanitary Commission, or with any other State or
Federal agency charged with responsibility over storm
water drainage in the drainage area within which the
Town of Riverdale is situated.
Any agreement entered into by the Mayor and Common
Council of Riverdale with any governmental agency shall
provide for the allocation of the town's share of the cost of
the system of storm water drainage in such manner as will
equitably apportion the items of cost chargeable to the
town arising from its obligation as a municipality for the
maintenance of streets, roads and bridges, and those costs
arising from the development of improved drainage for
areas beyond the boundaries of the municipality.
SEC. 4. And be it further enacted, That the Mayor and
Common Council of Riverdale shall include in the annual
tax levy a "Town Drainage Tax" on the assessable prop-
erty within the town sufficient to pay the principal and
interest on the bonds or notes issued under this Act as such
principal and interest may become due and payable until
all of the bonds or notes shall mature and be paid. The
"Town Drainage Tax" levied hereunder shall be a lien
against the property against which it is assessed and shall
be collected in the same manner as other town taxes.
Sec. 5. And be it further enacted, That this Act shall
not become effective until it shall first be submitted to the
legally qualified voters of the Town of Rivordale at the
next regular election held in said town. There shall be
printed on the ballots to be used at said election the title
of this Act and underneath said title, on separate lines,
a square or box or lever to the right and opposite the
words "For Storm Water or Surface Drainage System",
and a corresponding square or box or lever to the right
of and opposite the words "Against Storm Water or Sur-
face Drainage System", so that the voters of the town shall
be able to designate his or her decision for or against
said Act. If a majority of the votes cast shall be "For
Storm Water or Surface Drainage System", then this Act
shall become effective, but if a majority of the votes cast in
said election shall be "Against Storm Water or Surface
Drainage System", then this Act shall be null and void and
of no effect.
Sec. 6. And be it further enacted, That this Act shall
take effect June 1, 1953.
