the water shall not be turned on again until said bill shall
have been paid, including a penalty of Two Dollars. If any
bill shall remain unpaid for sixty days after being sent by
the Commission, it shall be collectible from the owner of
the property served in the same manner as other debts are
collectible in the county and said ready-to-serve charge,
other service charges and all penalties shall be a first lien
against said property. The sewer service charge shall be
made on whatever reasonable basis the Commission selects
and may be collected on an annual, semi-annual or quarter-
ly basis. Neither the dates of collection nor the intervals
between such dates need be uniform throughout the dis-
trict. If any bill for said sewer service charge remains un-
paid for sixty days after being sent by the Commission, it
shall be collectible from the owner of the property served
in the same manner as other debts are collectible in the
county, and shall be a first lien against said property.
Funds collected by the Commission under this section of
this sub-title may be, but need not be if the Commission
does not desire it, placed in whole or in part in the "Joint
Sinking Fund Account" or in the "Current Interest and
Sinking Fund" as provided for in Sections 504 and 523 of
this sub-title.
SEC. 2. And be it further enacted. That this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to each
of the two Houses of the General Assemly of Maryland,
the same shall take effect from the date of its passage.
