of the Circuit Court for Anne Arundel County; and the
person so appointed before entering upon the duties of
his office, shall take an oath before the Clerk of the Circuit
Court for said County, in form similar to that taken by
collectors of taxes, except as to title of office.
(e) All checks issued by said Commission shall be coun-
tersigned by the Chairman.
(f) The said Commission shall annually have its accounts
audited by a certified public accountant, and paid by said
Commission, and publish a full, true and itemized account
under oath of its receipts and disbursements in a news-
paper published in said County.
SEC. 2. And be it further enacted, That Sub-paragraph
(b) of said Section 487, as amended by Chapter 553 of the
Acts of 1951, shall not be affected by this Act.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an acute emergency measure and necessary
for the immediaate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
524 of the Code of Public Local Laws of Anne Arundel
County (1947 Edition), being Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Anne Arundel County", sub-title "Sanitary Districts",
providing for the imposition of a sewer service charge,
providing the basis on which said sewer service charge
shall be made and collected and providing that, in addi-
tion to other purposes, the funds collected under said
Section 524 may be used for the construction of the water
supply, sewerage or drainage systems of the Commission.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 524 of the Code of Public Local
