property of another without the written consent first had
and obtained of the owner thereof, or under the personal
direction of such owner; or to throw, dump or deposit any
trash, junk or other refuse upon any public highway of this
State; any violation of this section shall constitute a mis-
demeanor and any person convicted thereof before a Justice
of the Peace or court of proper jurisdiction shall be punish-
able by a fine of not less than [$5.00] $100.00 or more
than [$50.00] $500.00 $250.00, or by imprisonment of not
less than thirty (30) or more than ninety (90) days, or
both.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 540)
AN ACT to repeal and re-enact, with amendments, Section
626 of Article 1 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Allegany County", sub-
title "State's Attorney", as said section was amended
by Chapter 807 of the Acts of 1945, relating to the salary
of the County Investigator of Allegany County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 626 of Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Allegany County", sub-title "State's Attorney", as said
section was amended by Chapter 807 of the Acts of 1945,
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
626. It shall be the duty of the State's Attorney for
Allegany County to maintain a Bureau of Identification,
and he shall employ, subject to the approval of the County
Commissioners of Allegany County, a competent man, to
be known as the County investigator, [at a salary of two
