citizens]; and when it shall appear that the offender is
intoxicated so as to render it unsafe to permit him to
drive through the streets, they shall provide for the re-
moval of the horse and vehicle without the limits of the
town, or for the deposit thereof in some place of safety
until the offender shall be sober, and may subject the
property so taken and deposited, to the payment of the
costs of the proceedings and of the keep of said property
until the same be released according to law.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 24

(Senate Bill 58)

AN ACT to repeal and re-enact, with amendments, Section
178 of Article 8 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Cecil County", sub-title
"Elkton", correcting an error in said section.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 178 of Article 8 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Cecil County",
sub-title "Elkton", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

178. The President and Commissioners shall, annually,
appoint by ballot a treasurer, who shall not be selected
from among their membership, whose duty it shall be to
receive and receipt for all funds belonging to the corpora-
tion, or to which it shall in any wise be entitled, to collect
and receive all taxes, general or special, paving or other
liens, levied upon the assessed value of all of the property
within said town or which may be in the nature of bills
receivable, and to receive all fines and penalties which may
be imposed to the use of the President and Commissioners,
and discharge all of the duties pertaining to his office, as
are now or may be imposed by law or any ordinance of the
town; provided, that before entering upon the duties of
