721F. The Burgess and each of the Commissioners be-
fore they shall enter upon the duties of their office shall
qualify by taking and subscribing to an oath to be ad-
ministered by a Justice of the Peace or Notary Public that
they will faithfully and honestly and to the best of their
ability discharge their duties of their offices.

721G. The Burgess and Commissioners shall meet from
time to time as often as occasion may require, upon the
business of the village and not less than once in every six
months. The Burgess shall preside at all meetings and shall
sign all ordinances and resolutions presented by them.
Three Commissioners shall constitute a quorum to do busi-
ness, but no ordinance or resolution shall be adopted by a
vote of fewer than three members of the Burgess and
Commissioners.

721H. The Burgess and Commissioners are hereby au-
thorized to levy and collect taxes on all real property located
within the corporate limits of Rosemont, based on the
assessed value adopted by the County Commissioners of
Frederick County for State and County purposes, on real
estate in Rosemont as appears of record on the assessment
books in the office of the County Commissioners of Fred-
erick County, for the use of said corporation, not exceeding,
however, the sum of ten cents on One Hundred Dollars of
assessable property as aforesaid in any one year.

721-I. The Burgess and Commissioners are hereby au-
thorized and empowered to pass all ordinances which they
may deem necessary to preserve the peace, order and gen-
eral welfare of the village.

721J. The Burgess shall see that all ordinances are duly
and faithfully executed.

721K. The Burgess and Commissioners are hereby au-
thorized to appoint such officers and employees as they
shall think proper for the efficient administration and good
government of said village.

721L. The Burgess and Commissioners may impose and,
appropriate fines, penalties and forfeitures for breach of
their by-laws and ordinances, and that all fines and for-
feitures shall be recovered in the name and for the use of
the Village of Rosemont.

SEC. 2. And be it further enacted, That Emory V. Frye
shall be and act as Burgess and B. Harwood Watson, Levin
