be unlawful for the said County Commissioners (or Appeal
Tax Court), at any time between general reviews of assess-
ments in a district to decrease an assessment therein, with-
out first notifying and consulting with the Supervisor of
Assessments; and if such a reduction should be made
without notice and consultation it shall be void.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 533)
AN ACT to repeal and re-enact, with amendments, Section
314 of the Code of Public Local Laws of Baltimore County
(1948 Edition), being Article 3 of the Code of Public
Local Laws of Maryland, title "Baltimore County", sub-
title "Public Works", sub-heading "Roads, Bridges, Side-
walks and Storm Water Drainage", providing that abut-
ting landowners upon any road, street or highway in
Baltimore County may petition the County Commis-
sioners for construction or re-construction of said road,
street or alley and providing for the manner in which
such construction expense shall be paid.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 314 of the Code of Public Local
Laws of Baltimore County (1948 Edition), being Article 3
of the Code of Public Local Laws of Maryland, title "Balti-
more County", sub-title "Public Works", sub-heading
"Roads, Bridges, Sidewalks and Storm Water Drainage",
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
314 (a) The Roads Engineer of Baltimore County is
hereby authorized and empowered to order, require and
direct the owner of any ground bounding on any of the
roads, highways, streets, avenues, or alleys in Baltimore
