SEC. 2. AND BE IT FURTHER ENACTED, THAT
THIS ACT IS HEREBY DECLARED TO BE AN EMER-
GENCY MEASURE AND NECESSARY FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC
HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE, SUPPORTED
BY THREE-FIFTHS OF ALL THE MEMBERS
ELECTED TO EACH OF THE TWO HOUSES OF THE
GENERAL ASSEMBLY, THE SAME SHALL TAKE
EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to repeal and re-enact with amendments, Section
208 of Article 41 of the Annotated Code of Maryland
(1951 Edition), title "Governor—Executive and Admin-
istrative Departments", sub-title "State Civil Defense",
as said section was enacted by Chapter 653 of the Acts of
1951, restoring to the Governor authority to delegate his
powers thereunder as originally provided by Section 183
(a) of Article 41 of the said Code (1947 Supp. ) and re-
instating the provisions of Section 183 (b) thereof, as
they originally appeared in Chapter 563 of the Acts of
1949.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 208 of Article 41 of the Annotated
Code of Maryland (1951 Edition), title "Governor—Execu-
carrying out of the provisions of this sub title. In the
TIVE AND ADMINISTRATIVE DEPARTMENTS",
SUB-TITLE "STATE Civil Defense", as said section was
enacted by Chapter 653 of the Acts of 1951, be and it is
hereby repealed and re-enacted, with amendments, to read
as follows:
208. (Civil Defense Powers of the Governor. ) (a) The
Governor shall have general direction and control of the
Civil Defense Agency, and shall be responsible for the
carrying out of the provisions of this sub-title. In the
