Federal Government or any agency thereof; and to recom-
mend from time to time such legislative or administrative
action as may be deemed necessary and desirable better to
control the pollution of the waters of the State. The Com-
mission shall have control of the pollution of all waters of
the State of Maryland, except as hereinafter provided,
which are or may be affected by waste disposal of munici-
palities, industries, public or private corporations, indi-
viduals, partnerships, associations or any other entity.
(d) The Commission shall have the authority to, and
shall enforce the provisions of this sub-title and shall make
and promulgate such rules and regulations and conduct
such investigations as shall from time to time be deemed
necessary to carry out the provisions of this sub-title.
However, before finally adopting said rules and regula-
tions, the Commission shall give at least thirty (30) days'
notice, by publication, circular or otherwise, informing all
persons who may be interested in said rules and regula-
tions that the Commission will hear such persons on a
certain day or days named in said notice for the purpose of
receiving and considering suggestions before the final
adoption of such rules and regulations. The said notice
shall contain a copy of the proposed rules and regulations.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(Senate Bill 93)
AN ACT to repeal and re-enact, with amendments, Section
124 of Article 66½ of the Annotated Code of Maryland
(1951 Edition), title "Motor Vehicles", sub-title "Motor
Vehicle Financial Responsibility", relating to the return
of security deposits under the financial responsibility
law for motor vehicles in the event the Department of
Motor Vehicles shall have satisfactory evidence that
there is an action pending in any such case or that
judgment rendered in any such action remains unpaid.
