drainage or refuse disposal systems or any other of its
utility properties.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of
the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 132
(House Bill 172)

AN ACT to add a new section to Title 1 of the Code of
Public Local Laws of Baltimore County (1948 Edition),
being Article 3 of the Code of Public Local Laws of
Maryland, title "Baltimore County, " sub-title "Circuit
Court, " said new section to be known as Section 20A, and
to follow immediately after Section 20 of said Title, au-
thorizing the County Commissioners of Baltimore County
to pay $2, 000. 00 annually to the Judges of the Circuit
Court for the Third Judicial Circuit who reside in Balti-
more County.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added
to Title 1 of the Code of Public Local Laws of Baltimore
County (1948 Edition), being Article 3 of the Code of
Public Local Laws of Maryland, title "Baltimore County. "
sub-title "Circuit Court, " said new section to be known as
Section 20A, to follow immediately after Section 20 thereof,
and to read as follows:

20A. The County Commissioners of Baltimore County
be and they are hereby authorized and directed to pay to
each of the Judges of the Circuit Court for the Third Ju-
dicial Circuit who reside in Baltimore County and who is
