equal protection of the law to citizens of this State.

In view of the aforegoing, I must concur in the recom-
mendation of the Attorney General that the entire Bill
should be vetoed in its present form.

HOUSE BILL NO. 359

Dear Mr. Speaker:


I am returning herewith House Bill No. 359 without my
approval. This Bill would double the number of scholarships
to the University of Maryland which could be awarded by
members of the House of Delegates.

There are no funds available in the budget to effectuate
the provisions of this Bill, which would become operative
on June 1, 1953. Moreover, no sound justification has been
advanced for such drastic alteration in the number of
scholarships available for award in this manner.
